To give a private example: I am living in a country village with 50,000 inhabitants, and a few years ago the main fibre to my village was trimmed by a team of workers.

For 3 whole day we were without dependable internet service, while it was split again (the other channels were congested and intermittent). That topic was a topic of debate and annoyance for everyone in the city for a few of days, but when I spoke to someone outside my shire, they had no clue that something was bad at all.

But the point is, we have to decide what leads to a system level alarm and what doesn't. When you see an alarm, you know that the problem is serious and far-reaching and that we are dealing with it - usually a little patient pays off. But if you have problems and don't see a notification, it's probably a one-of-a-kind or more highly located problem and you should immediately call for help and guidance.
