per lease second on December 31, 2016. At 19:00 h on the east coast, at 16:00 h on the west coast and at 14:00 h on Hawaii, the switch second took place in the USA. Used widely in most jurisdictions for measuring time internationally and as a civilian time benchmark, the Universal Time Clock (UTC) time standards use the definitions of the seconds system (SI).

Since the Earth's rotational speed has continued to slow down in the meantime, the average Sundays of today are longer (by about 0.001 seconds) than 24 SI-h ( 86,400 SI-seconds). It would precede sunshine time and must be adjusted, even if the Earth's rotational speed remains the same.

So if the exact definition of the global surface time is 86,400 SI seconds, the global surface time would gradually move away from those of global sun systems such as Greenwich Mean Time (GMT) and its successors UT1. Interleap second offsets this shift by planning an occasional 86,401 or ( in principle) 86,399 SI seconds per shift tag.

If this is the case, a plus second will be added between the second 23:59:59:59 of a selected utility date and the second 00:00:00:00 of the following date. According to the definitions of ATC, the last days of December and June are favoured, with the last days of March or September as the second and the last days of each different monthly being the third preferences.

2 ] All leak seconds (from 2017) are planned for either June 30 or December 31. For watches that indicate a locally time bound to ATC, the leak second can be added at the end of another one ( or a half or quarters of an hour) dependent on the locale time area. However, a minus leap second would repress the second 23:59:59 of the last of the selected date, so that the second 23:59:58 of that date would be immediately followed by the second 00:00:00:00 of the following date.

Ever since interleap seconds were introduced, the mean sunny days have overtaken those of late for very short intervals only and have not caused a bad second. Upright segment corresponds to leak seconds. Finally, this too turned out to be insufficient for accurate time measurement, so that in 1967 the SI second was again defined as 9,192,631,770 cycles of the irradiation of a caesium-133 nucleus in the junction between the two hyper-fine planes of its groundwater state.

Seven ms per hundred years, dependent on the average time. 13 ][14][15] Until 1961 the mean sundae was already one milisecond or two longer than 86,400 SI seconds. Therefore, time defaults that alter the date after exactly 86,400 SI seconds, such as International Atomic Time (TAI), will be progressively ahead of time defaults linked to the mean sun date, such as Greenwich Mean Time (GMT).

In 1961, when the World Coordinated Time was introduced on the basis of nuclear timepieces, it was considered necessary to keep the GMT time of day arrangement, which until then had been the benchmark for airtime service, in place. Thus, during this time, the "seconds" of the broadcasting service were actually slightly longer than the SI second and nearer to the GMT seconds.

1972 The switch second system was implemented so that the transmit seconds could be made exactly the same as the default SI second, with the daily times of shift and changes in the date of shift remaining synchronised with those of shift1 (the sun time system that replaced GMT). At that time, the time of the ultra short watch was already 10 seconds behind TAI, which had been synchronised with it in 1958, but had counted real SI seconds ever since.

Since 1972, both watches tick in SI seconds, so the discrepancy between their readings at any given time is 10 seconds plus the sum of the seconds leaps that have been counted on applying ultra short time (37 seconds from January 2017 [update]). Planning of lease seconds was originally assigned to the Bureau International de l'Heure (BIH), but was transferred to the International Earth Rotation and Reference Systems Service (IERS) on 1 January 1988.

As a rule, in order to prevent the discrepancy between unTC and un1 from surpassing 0.9 seconds, UERS determines to apportion a lease second when the discrepancy between unTC and un1 is approaching 0.6 seconds. The unTC default allows the application of lease seconds at the end of each unTC monthly, with a first priority for June and December and a second priority for March and September.

Since January 2017[update] all are added at the end of June 30 or December 31. Bi-annually, Bulletin C of International Securities Trading (IERS) announces whether or not leak seconds are to take place. As a rule, such advertisements are released long before every possible second switching cycle - usually at the beginning of January for 30 June and at the beginning of July for 31 December.

17 ][18] Some time signals transmit greetings with an imminent switching second. From 1972 to 2018, an insertion rate of one lease second was applied on a 20 month basis. The gap, however, is quite erratic and seems to be increasing: there were no leak seconds in the seven-year gap between 1 January 1999 and 31 December 2005, but nine leak seconds in the eight years 1972-1979.

In contrast to intercalary events, global intercalary seconds are simultaneous; for example, the intercalary second on December 31, 2005 was 23:59:60 intercalary on December 31, 2005 18:59:60 (18:59:60 p. m.) in U.S. Eastern Standard Time and January 1, 2006 08:59:60 (a. m.) in Japan Standard Time. Lapseconds are distributed unevenly because the Earth's rotational velocity changes unevenly.

In fact, the Earth's long run rotational pattern is quite unforeseeable, which is why only six month's notice is given for lease seconds. Deceleration of the earth's speed is mainly due to the tide drag, which alone would extend the daily speed by 2.3 ms/century. The graph shows that the earth's speed of rotating has decreased with increasing speed since the beginning of the present system in 1971 and the interleap second insertion rates therefore decrease.

There is controversy about the use of leak seconds. Greenwich's primary motivator for Greenwich is historical: keep Greenwich as a benchmark not only for latitude (Greenwich Meridian), but also for time (Greenwich Mean Time). Each sundial has a civilian time mismatch. GPS time is used for navigating, not usage of time. The summer time brings much greater variation, the citizen does not worry about the second exact lunch.

Assuming the gap between sun time and atom time exceeds half an hours (after about 1000 years), a land could modify its time zones to match the mean sundays. Once the distinction between the time of the sun in a given place and the International Nuclear Time is significant, the user only needs to know the actual distinction, such as the distinction between the geographic north and the magnetical north.

Irregularities and unforeseeable nature of LTC leak seconds are a problem in several areas, in particular data processing. To calculate, for example, the time in seconds passed between two given past data values of ATC, a lease second chart must be used, which must be refreshed each time a new lease second is called.

In fact, when an archives displays a timestamp of 2010-10-01 00:00:00:00 GMT, that time was 2010-09-30 23:59:57 on a 2018 o'clock because three leak seconds were added in the meantime. In addition, it is not possible to calculate exact time periods for data from underground stations more than about six month in the past.

The majority of time division schemes (SNTP, IRIG-B, PTP) report switching seconds only a maximum of 12 consecutive hrs in advance and sometimes only at the last second. This poses a number of problems with rising demands for precision in automated control as well as high-speed trade, as a millisecond is a step that is often a million fold greater than the precision needed.

The head of the Earth Orientation Center of the International Aerospace Center (IERS) sent a message to bulletins C and G on July 5, 2005 to the participants of Bulletins C and G and asked for comment on a U.S. suggestion before WP7-A of the ITU-R Study Group 7 to remove leak seconds from the pre-2008 ITU-R transmission standards (ITU-R is in charge of defining UTC).

a] It was anticipated that it would be examined in November 2005, but the debate has since been shelved. 23 ] According to the suggestion, switching seconds would be technologically substituted by switching times to meet the statutory requirement of several ITU-R member states that civilian time is linked to the sun in an astronomical way.

Dr. Demetrios Matsakis, Chief Scientist for Time Services of the United States Naval Observatory, presented the case for redefining and refuting the case against them at the 2014 General Assembly of the International Union of Radio Scientists (URSI). He emphasized the virtual incapacity of computer programers to take into account the fact that leak seconds seem to make time go backwards, especially when most of them don't even know that leak seconds are there.

It was presented the potential that leak seconds pose a threat to navigational and trade impact observations. Chunhao Han of the Beijing Global Information Center of Application and Exploration said in 2011 that China had not chosen how it would poll in January 2012, but some China scientists believe it is important to keep a connection between civilian and stellar time because of China's traditions.

33 ] At a leap second workshops hosted by ITU/BIPM, Dr. Han personally spoke out in favour of the abolition of the leap second[ [34], and similar endorsement of the redefining was reiterated by Dr. Han along with other China timing scholars at the 2014 URSI General Assembly. in January 2012: Whereas the BIMP defines the tactile display of leak seconds as "23:59:60", a computer obtains this anthropomorphic display from a logic numerator which indicates the number of seconds passed since an epoch (reference date), e.g. since 01.01.1970 00:00:00:00 on Unix-maschines.

There is no indication that a leak second is taking place. Certain computer, especially Linux, allocate to the leak second the number of the previous 23:59:59 (9-9-0 sequence), while other computer allocate to the leak second the count value of the next 00:00:00:00 second (9-0-0 sequence). As there is no norm for the order, the timestamp value can differ by one second.

The 2016-12-31 23:59:60:60 input in a POSIX convertor fails and rejects the date as "invalid time" in an XML file. There are four different makes of commercial ized navigation receiver that use GPS or Galileo information together with the BeiDou satellite, and even some that use BeiDou satellite alone have been found to realize lease seconds a days earlier.
